Charles Wiley (Chuck) Mattox, 88, passed away [Monday] September 23, 2013, in Richardson , Texas. He was born on March 31, 1925, in Pearsall, Texas. During his life he was a proud member of the United States Marine Corps and of having fought in World War II in the South Pacific. He married Katharine (Chana) Harvey in 1948 and graduated from Texas A&M with a degree in Business Administration. They then moved to El Paso, TX. His involvement with the Southwest Stock Show and Rodeo, The El Paso Sheriff's Posse, and his love of horses and of the western lifestyle made him a natural when he trained racehorses for many years at Sunland Park Racetrack and Ruidoso Downs. Chuck served as the President of El Paso Moving and Storage Co. (Mayflower) and served on several bank boards. After a divorce and later marriage to Lorann Mays he threw his hat into the political scene in the 1960's -70's when he was elected as an El Paso County Commissioner. Then again in the 1990's he served as County Judge of El Paso County and was responsible for the relocation and new facilities for the El Paso Sheriff's complex. Chuck was a Texas Ranger with a Special Commission and he loved serving on the Board of the Texas Ranger Association Foundation of which he was a founding member. He was preceded in death by his wife, Lorann Mays Mattox, his daughter, Katharine Harvey Mattox and his son Thomas Matthew Mattox. He is survived by his son, Charles W Mattox Jr and his wife Emily (of San Antonio, TX), his daughter Autumn Mattox Beauchene and her husband Bill (of Richardson, TX), his sister Julia Beck (of N. Richland Hills, TX), his sister-in-law Sunshine Mattox (of Lubbock, TX), and his three granddaughters, Catharine (Cassie) Mattox Hotchkiss (of St. Charles, MO), Christina (Christi) Mattox (of Amarillo, TX), and Jordyn Beauchene (of Richardson, TX). A memorial service was held at the Church of St. Clement's on Friday September 26, 2013. Former El Paso County judge Chuck Mattox dies

Former El Paso County Judge Charles "Chuck" Mattox, who was known for his strong personality and striking appearance, died Monday in Richardson, Texas.

Mattox, who was also a former County Commissioner in the late 1970s, was elected El Paso County judge in 1994 and took office in 1995.

"He was a very strong personality," said former County Commissioner Charles Hooten, who served on the court at the same time as Mattox. "He was a tall, handsome man. He was a striking individual."

Hooten said although he and Mattox clashed politically a few times, Mattox backed Hooten's idea for the El Paso County Jail Annex's panoptic design when it was built in the late 1990s.

According to El Paso Times archives, Mattox, a native Texan, moved to El Paso County in 1947 and owned land in the Upper Valley, where he trained horses and raised cattle.

He was married to Lorann Mays Mattox, whose father was former County Commissioner Tom Mays. Lorann died in 2002.

Mattox was a former chairman of the board for the Southwestern International Livestock Show and Rodeo, and was a member of the El Paso County Sheriff's Posse and held a special Texas Ranger Commission. He also served on the County Coliseum advisory board.

Mattox had a bachelor's degree in business administration from Texas A&M.

In 1997, he announced he would be seeking a second term as county judge, but he blamed his 1998 defeat in the Democratic primary on an investigation into a contract to build a cardiac care unit at Thomason Hospital, now known as University Medical Center.

He was later cleared by a state district court grand jury of any wrong doing.

His successor, Dolores Briones, pleaded guilty to public corruption last year and was sentenced to 2 years in prison in March.

In 2000, Mattox's son, Matt Mattox, died in a car crash in New Mexico.

About 32 years before Matt Mattox's death, Chuck Mattox's 16-year-old daughter, Katharine Harvey Mattox, died after she was hit by a car on Doniphan Drive.

Chuck Mattox is survived by his daughter, Autumn Mattox, and his son, Charles W. "Chuck" Mattox Jr.
