He grew up in southern Washington, attending Walla Walla High School, then enlisted in the US Air Force in 1953. He married Jane Hunter, the love of his life, in 1955 in Brownsville, Texas.

An avid motorcyclist, he loved riding in the Hill Country and was a lifetime member of the American Motorcycle Association. Bruce belonged to many organizations including the NRA (life member), Texas A&M Association of Former Students Century Club, Air Force Association, and Daedalians.

Bruce was preceded in death by his parents, Mark and Myra Fowler, brother Neil Fowler, and daughter-in-law Janene Pulley Fowler.
