Frank Lane Lynch

June 9, 1938 - November 6, 2022

Frank Lane Lynch, 84 of Glen Allen, VA, passed away on November 6, 2022. Frank was born in Stamford, TX on June 9, 1938 to the late Floyd DeLane Lynch and Lois Brown Lynch.

Raised in Bryan, TX, and a graduate of Texas A&M University, Frank was a civil engineer, United States Army officer, opera singer, and man of Christian faith.

His civil engineering career began as the president of the American Society of Civil Engineers (ASCE) student chapter at Texas A&M (B.S. Civil Engineering '61; M.S. Civil Engineering '66). He remained a lifetime member of ASCE eventually becoming a Fellow and would later be honored with the 2007 construction management award. He invested heavily in young people and was named the Architects, Constructors, and Engineers (ACE) Mentor of the Year in 2002. Major career steps were serving as assistant to the construction director on the Washington Metropolitan Area Transit Authority and selection as Parsons Brinckerhoff Construction Services' project manager for the Pittsburgh, Los Angeles, and San Diego rail transit systems. He rose to senior vice president in the company. In addition to transit projects, he worked as a resident engineer for the construction of the U.S. Capitol Reflecting Pool; as a civil engineer for the U.S. Forest Service in New Mexico; and as a platoon leader, company commander, and construction engineer for Army facilities in Laon, France. He was often cited for his focus on quality, excellence, trust, and integrity; whatever the task at hand.

Frank served, both on active and reserve duty, in the U.S. Army for 30 years and retired as a Colonel. He was a graduate of the Command and General Staff College in Fort Leavenworth, KS. He was twice awarded the Army Reserve Component Achievement Medal and Meritorious Service Medal. Additionally, he was awarded the National Defense Service, Armed Forces Expeditionary, Armed Forces Reserve, and Army Commendation Medals. Frank also was assigned as the Southern California military academy liaison officer to West Point. When he was asked about his service, he often commented that he was one of the fortunate few to serve that long and never see combat. When not working or serving his country, Frank enjoyed many hobbies, especially singing opera.

An accomplished tenor, Frank sang on some of the biggest opera stages in the United States. He performed with the Washington, D.C., Pittsburgh, and San Diego Operas (not to mention the A&M Singing Corp of Cadets). His voice teacher would say he had the talent and voice to sing professionally full-time but lacked the "killer instinct" it required for making it in the opera world. He admired those that did and appreciated the practice necessary to become an accomplished singer.

Frank had so many interests and accomplishments, too numerous to list here. Undergirding his many accomplishments was faith in Jesus, a love for his family, generosity towards strangers, and the fighting Texas Aggie spirit.

He is survived by Nancy, his wife of 46 years, whom he loved more than anything; his son John Jordan and his wife Robin with their son Brandon; his daughter Jennifer Burgess and her husband Shane with their children Aidan and Ailey; his son Daniel Lynch and his wife Stacy with their children Abby and Maggie; his son Joseph Lynch; his son Thomas Lynch and his wife Lore with their children Joe and Evelyn; his sisters Lynda Watts and Jean Marshall with their families.
