Felton Ray Phillips
October 4, 1936 - January 16, 2019

After multiple illnesses over several years, Felton Ray Phillips of Weston Lakes, Texas, passed away on Wednesday, the 16th of January 2019, at the age of 82. His last days were spent in the comfort of his home with his family.

Born October 4th, 1936, in Houston, Texas to Charlie and Lilly (Turner) Phillips, he was a graduate of Pasadena High School in 1955. He attended the A&M College of Texas and Lamar University where he was graduated with a degree in Civil Engineering. While in the United States Army he was awarded the Outstanding Trainee in Basic Training and continued to serve in the Army Reserves Corps of Engineers, with an Honorable Discharge.

Ray married Carolyn Hooper Reese on July 22, 1972, and raised four children with her. A nationally competitive volleyball player, he excelled in several sports and continued his involvement in volleyball as a club coach for many years. A Professional Civil Engineer for his entire career, Ray built roads for Southwestern Labs, sold sand and gravel at Thorstenburg Materials, and started his own business, P&A Materials, of Columbus, Texas, in 1978. He served as President of the Texas Aggregates and Concrete Association in 1972. He ran a business shipping industrial materials for several years and served as the Manager of Road and Bridge Construction for Harris County from 1994 to 2010. Ray had a superb sense of humor, told a great story, and enjoyed strong relationships with people at all levels of the organizations with which he was involved. Throughout his career and in personal endeavors, Ray Phillips was loved and held in the absolute highest regard by everyone who knew him.

Ray deeply appreciated the loving care of all of his health care providers, especially Julie Occhipinti. He is survived by Carolyn, his wife of 46 years; his sister Bonnie (Ron) White and their son Ron; their daughter Rhonda Reese (James) Ward and their children Taylor and Whitney; their son Roger Vaiden (Vickie Semar) Reese and his son Cameron; their son Matthew McCormick (Anne) Reese and their children Luke and Isabelle; their son Nathan Thomas (Susan) Reese and their children Meredith, Ryan, Olivia, Bridget, Connor, and Grady; James Ward’s daughter Jamie (Rad) Manning, and their daughter Karissa. His brother Bill Phillips preceded him in death.

Ray and Carolyn are members of First United Methodist Church – Fulshear. Funeral Services will be at St. Peter’s United Methodist Church in Katy, Texas, 20775 Kingsland, at 11:00, on Tuesday, the 22nd of January.
