Robert L. "Bobby" Westmoreland, Jr.
April 10, 1944 - December 13, 2018

Robert L. (Bobby) Westmoreland, Jr., 74, was called home to be with the Lord, December 13, 2018, in Wichita Falls, Texas, after a long battle with Parkinson's.

Celebration of Life Service will be held at Our Redeemer Lutheran Church on Saturday, December 29, 2018, at 2:00pm. Arrangements are under the direction of Owens & Brumley Funeral Home of Wichita Falls.

Bobby was born April 10, 1944, in San Antonio, Texas, to Robert L. and Mary Virginia (Sharp) Westmoreland, graduated from Vernon High School in 1962, and attended Texas Tech University. He married his high school sweetheart, Barbara Ayers, in 1964, and the couple moved to Wichita Falls, where he graduated from Midwestern State University in 1969 with a degree in Biology. He worked as a curator for the Wichita Falls Museum and Art Center, as well as the Wichita Falls Fire Marshal's Office, before joining the Lubbock Police Department in 1971. He served in various areas of the uniformed services of the police department eventually settling in the traffic division. After additional training, he became an Accident Reconstructionist and was the department's traffic fatality investigator. In 1976 he graduated from Wayland Baptist College with a law enforcement degree while continuing to serve with the Lubbock Police Department. Bobby went on to teach accident reconstruction part-time for the Texas A&M University System's Texas Engineering Extension Service (TEEX) Law Enforcement Training Division in College Station, TX, until he was hired to teach full-time in 1987. During this time he attended graduate school at Texas A&M University and graduated with a Master's Degree in Education in 1994. Bobby wrote curriculums and began teaching an emergency driver's training program to over 500 police driving instructors in 8 states. In 1992, he earned the Distinguished Service Award from the Texas Engineering Extension Service and published numerous articles and training manuals before his retirement in 2002. In 2005, the family returned to Wichita Falls. Bobby was a member of Our Redeemer Lutheran Church.

He is preceded in death by his parents; and daughter, Wendy Westmoreland.

He is survived by his wife of 54 years, Barbara; daughter, Tracy Westmoreland of Wichita Falls; grandchildren, Quinton Gonzalez and wife Bridget, Winston Archibeque, and Bella Westmoreland; a great grandson, Liam Gonzalez; a sister, Frances Byars and husband Judson of Vernon; a brother, Kyle Westmoreland of Vernon; and numerous nieces and nephews.

The family would like to thank the doctors, nurses, and caregivers for all the care and support they gave Bobby over the years.

In lieu of flowers, donations can be made to the Comfort Dog Program or Texas Ramp Project, both at Our Redeemer Lutheran Church, C.A.S.A. of Wichita Falls, or a favorite charity.
