He was born 5 April in Pawnee, Bee County, Texas to Hugh Douglas and Dovie Jewell (Billie) Phillips McCarn. He attended Calhoun County Schools, and graduated from Texas A&M in 1956. He was in the Corps in Company B, Infantry, and was a member of Iota Beta Sigma while at A&M. He earned a B.S. in Industrial Education and was commissioned into the Army, where he served six months active duty and seven and one-half years in the Reserves, reaching the rank of Captain. He received his Master’s degree from Texas A&M at a later date.
He married Barbara (Bobbye) Lee Clark on 21 June 1956, and to this union was born two children, Michael and Llea. Bob and Bobbye were avid doubles tennis players.

Later, he was involved with Windmill Sales and Consulting and ranching in Calhoun County, and the Bellville Pecan Company.
