Jim was born July 10, 1955 in Big Spring, Texas to Jack and Helen Clements. He resided in Andrews, Texas throughout his childhood, graduating from Andrews High School in 1973. He went on to join the Texas A&M Corps of Cadets as the Fighting Texas Aggie Class of 1977.

He married the love of his life, Leslie, in September of 1980. They moved to Big Spring in 1986.

He was a loving father of Nathan, James and daughter-in-law, Kelly. He adored his two granddaughters, Jaylee Rae and Charlie Ann.
