Charles John Robbins, Born June 11th, 1965 entered into Eternal Rest on November 22nd, 2016. Born in Port Chester, NY to John and Josephine Robbins, Charles grew up in New Rochelle- The youngest of five children- with three brothers and one sister. He earned his Masters Degree after beginning his college career with Manhattan College, finishing up at Texas A&M.

In 1995 Charles met Ginny, his future wife, and they were married in 1997. Charles continued his career in Engineering, always an innovator with a way to find a solution to any Concept, and used his career to become a Provider for his family. In the last four years he started his own business C2SEngineering.

With the arrival of his daughter Valerie, Charles graciously fell into the life of a Family Man. He loved all the time he spent playing softball with his daughter, going so far as to coach her team. He was the biggest hugger, he danced in the living room, sang tunelessly along with the radio (unfortunately tone deaf- though it never bothered him) and he faced every day with a Bright Smile and a Happy Disposition. Despite how grown he and the rest of his family are, he still loved to visit Disney World, in particular Magic Kingdom.

Charles was a kind soul; his two dogs Chichi and Bella are a testament to his love of animals. He was a Football fan, always rooting for the Giants. He Golfed whenever he had the chance, and wherever he had the chance- be it in Florida or in New York. No matter what he would talk smack, as he was competitive with sports.

Charles is survived by his Beloved Wife Ginny Robbins and his Daughter Valerie Robbins. Friends may come to call at Coral Springs Funeral Home on Wednesday November 30th from 2-4pm, and again from 5-8pm with a Memorial Service to begin at 7:30pm.

Charles “Charlie” Robbins played an integral part in improving the regional transportation landscape of southeast Florida. As a consultant engineer for the Florida Department of Transportation (FDOT) District Six, he helped shape the agency’s emerging Transportation Systems Management and Operations (TSM&O) Program into the leading, internationally renowned Program it is today.

Charlie began his post in District Six in 2006 and ensembled a team of professionals to support the program’s real-time traffic management division. He worked alongside FDOT to implement innovative systems and technologies needed to support the program from the ground up. These systems later became the foundation for the traffic management, incident management and traveler information services south Florida drivers enjoy today. Charlie’s leadership was critical during the beginning phases of this process and proved more valuable as the program expanded to newer fields. His vision, coupled with his mentoring abilities, made him the perfect leader to steer both client and team through this expansion, which included launching the state’s first multi-modal congestion pricing project, 95 Express. As the consultant project manager, Charlie worked to ensure the project was successful at every level. From drafting the project’s standard operating procedures to developing software and establishing incident management protocols, Charlie was hands-on from beginning to end.

The success of 95 Express prompted FDOT to expand managed lanes projects across the state. Charlie became an expert in the field, publishing various papers and participating in prestigious conferences to share his knowledge. The District Six TSM&O Program won numerous industry awards during his tenure, including three back-to-back ITS America Awards for 95 Express. Charlie’s spirit for innovation forever changed Florida’s transportation landscape. Colleagues from across the state looked to him for guidance and he was called upon by various FDOT districts for guidance. However, his greatest contribution may reside in the countless professionals he helped to develop during his life. Professionals who are now working in the industry and learned about the spirit of compassion and leadership through Charlie. Charlie started his own engineering firm in 2011, with the name C2S engineering. Which means, concepts to success.

In November 2017 Charlie was awarded the ITS South Florida President's Award and made the ITS Honor Roll, which are two of the highest awards for Florida ITS.

Charlie enjoyed spending quality time with his family, coaching his daughter's softball team for more than 7 years, and playing softball and golf with his friends.

He is survived by his wife Ginny , with 20 years of marriage and his daughter Valerie, 19 years old.
