Richard Allen Rice, a native Texan, passed away on November 30th, 2016. He was born on the 18th of April, 1943 in Palestine, Texas to Glynelle Brymer Rice and Horace Allen Rice.
Rick was an Eagle Scout of Troop 266, and a graduate of Lamar High School. Rick earned a Bachelor of Architecture from the University of Houston 1967 and a Masters of Urban and Regional Planning from Texas A & M University 1969.
He began his career at the Houston City Planning Department while attending school. For twenty-five years, Rick was Senior Vice President of Parkway Investments/Texas, Inc., a company that specialized in mixed use land development. In 2008, Rick joined Edminster, Hinshaw, Russ and Associates, Inc. to help generate new business in the land development field.
Rick served the City of Houston as a Commissioner for the Houston Planning Commission from 2000 until 2010. He was also active in many other civic and professional associations including Harris County Flood Control Task Force Past Chairman, West Houston Association Director Emeritus, Houston Real Estate Council Past President and Greater Houston Builders Association Developers Council. The Board of Interstate MUD created Rick Rice Park in his honor for his service to the Board and for his contributions to the beautification of the west side of the City of Houston.
Rick was also a proud member and past president of the St. Charles Bay Hunting Club where he enjoyed thirty years of hunting and fishing with friends, family and hunting dogs. He also spent many weekends enjoying time at the family ranch. He was an Assistant Scoutmaster at Troop 55 where he led several young men to earn their Eagle Scout Award. As a youth, Rick was a member of Bethany Christian Church and for the past 38 years has attended St. John the Divine Episcopal Church.
Rick was predeceased by his parents and his brother Ronald Caldwell Rice. He is survived by his wife of 38 years Kay Ridley Rice and their son Andrew Allen Rice. He is also survived by his brother Randall B. Rice and wife Holly, his sister-in-law Sally Ferguson Rice, his nephews Ryan C. Rice, Robert A. Rice and wife Lesley, James C. Rice, nieces Regina R. Haas and husband David, Emily C. Rice, Shanna Ridley and his brother-in-law Garrett Ridley.
The memorial service is to be conducted at three o'clock in the afternoon on Tuesday the 6th of December at The Church of St. John the Divine, 2450 River Oaks Boulevard in Houston, where The Rev. Dr. Clay Lien, Rector, and The Rev. Dr. Douglas W. Richnow, Senior Associate Rector, will officiate. Immediately following the service, all are invited to greet the family during a reception in Sumners Hall.
In lieu of customary remembrances, the family requests with gratitude that contributions in Rick's memory be directed to The Church of St. John the Divine, 2450 River Oaks Blvd., Houston, Texas 77019, Sam Houston Area Council of Boy Scouts of America, 2225 North Loop W., Houston, Texas 77008 or to the .
