Broc was born to Doris and Gary Elmore on June 16, 1975, in Oklahoma City, Oklahoma. The early years of his childhood were spent in Lake Dallas, Texas until age 6 when he moved with his parents to Southeast Asia, living in Malaysia, Hong Kong and Singapore before returning to the United States. He attended St. John's High School in Shrewsbury, Massachusetts before moving with his family to Lakeway, Texas in 1991, where he attended Lake Travis High School, graduating in 1993. Broc went on to earn his bachelor's degree from Texas A&M University. Broc was very athletic and excelled at many sports during his high school years. After graduating from Texas A&M in 1998, Broc worked for Charles Schwab in Austin, Texas, where he passed the SEC Series 7 exam and became a licensed stockbroker. He would later return to Norman to attend the University of Oklahoma, where he earned his MBA and Juris Doctor Degrees from the University of Oklahoma. Broc passed the Oklahoma Bar exam and was admitted to the Oklahoma State Bar Association on April 21, 2011, when he took his oath before the Oklahoma Supreme Court.

Broc married Susannah Hayek on April 1, 2000, and their union was blessed with four children: daughter, Ashton; twin daughters, Cadence, and Jolie; and son, Drake. Broc loved attending sporting events with his children, creating happy memories that will be cherished forever.
